USM Pilots COMPASSION Framework to Localise SDGs, Empowering Youth Changemakers

Universiti Sains Malaysia (USM) has initiated the pilot implementation of the COMPASSION (Community Project for Sustainable Impact Mission) framework to strengthen the localisation of the Sustainable Development Goals (SDGs), in strategic collaboration with the All-Party Parliamentary Group Malaysia on Sustainable Development Goals (APPGM-SDG).

The initiative positions youth not merely as programme local participants, but as structured local changemakers — equipped with university-backed innovation, policy alignment, and measurable implementation tools.

Under the COMPASSION framework, USM integrates research expertise and innovation with parliamentary engagement facilitated by APPGM-SDG.

This model ensures that SDG initiatives are grounded in evidence, supported by governance structures, and implemented at the grassroots level by organised local Youth Clubs.

The pilot phase will focus on selected communities, where youth changemakers will co-design and operationalise solutions aligned to local SDG priorities.

Structured monitoring and impact indicators will be embedded to ensure accountability and scalability.

Project leaders emphasised that the collaboration represents a shift from event-based engagement to ecosystem-building — connecting Parliament, university innovation, and empowered youth into a cohesive community transformation model.

By institutionalising youth as changemakers within a policy-backed framework, the initiative aims to demonstrate how SDGs can be translated from global commitments into sustained local impact.

The pilot is expected to inform a scalable national model for community-driven sustainable development across Malaysia.
