BEYOND GDP: ADVANCING COMMUNITY IMPACT MEASUREMENT AND PUBLIC ENGAGEMENT FOR NATIONAL PROGRESS

Universiti Sains Malaysia (USM) participated in the Expert Panel Focus Group Discussion on “Beyond GDP – Measuring Progress, Creating Impact”, held at the Za’ba Memorial Library, University of Malaya, and convened by the Malaysian CSO–SDG Alliance as part of the national Beyond GDP initiative.

The discussion convened leaders from academia, government, civil society, and international organizations—including representatives from the Ministry of Economy Malaysia, Bank Negara Malaysia, World Bank, Malaysian Institute of Economic Research, and the Institute for Leadership and Development Studies—to explore how Malaysia can strengthen national development measurement beyond conventional economic indicators.

During the session, Associate Prof Dr Muhammad Izzuddin Syakir Ishak (Director, Community Network, USM) highlighted ongoing work to quantify the impact of university community engagement initiatives through a socio-environmental systems lens. He noted that conventional metrics such as Return on Investment (ROI) and Return on Value (ROV) can be strengthened with more granular and decision-relevant indicators grounded in on-the-ground realities.

Such indicators capture complex interactions among social, ecological, and institutional factors and recognize ecosystem degradation as a major driver of poverty—affecting community wellbeing, resilience, and behavioral patterns. This approach offers a practical model for assessing how programmes empower communities and generate systemic, measurable, and sustainable impact, aligning closely with emerging national and global conversations on measuring progress beyond GDP.

Complementing this perspective, Tan Sri Noor Azlan Ghazali from Institute for Leadership and Development Studies (LEAD) emphasized the importance of broader public engagement, nationwide awareness campaigns, and stakeholder networks to promote understanding of Beyond GDP metrics. He highlighted the need for simple, accessible indicators that reflect Malaysia’s multi-ethnic and multi-racial society—including unity and social cohesion—while cautioning against overly technical frameworks. He further proposed the establishment of high-level and independent committees to support government implementation, ensure neutral and credible reporting, and translate multi-dimensional progress into meaningful insights for citizens, thereby strengthening accountability and public trust.

The session reaffirmed that measuring progress beyond GDP is not about replacing economic indicators, but about strengthening how nations understand well-being, resilience, and long-term sustainability through more inclusive and evidence-based approaches. As part of the broader Expert Panel engagement under the Malaysian CSO–SDG Alliance Beyond GDP initiative, the dialogue emphasized the importance of collaboration across institutions to advance practical and nationally relevant measurement frameworks.
